This addon makes it so that any type of arrow shot by a player will start a fire on the block it lands on. This is not to be confused with the Flame Enchantment which affects mobs and TNT.

You can put down a command block on repeat and put the following command:
/execute @e[type=Arrow] ~ ~ ~ setblock ~ ~ ~ fire
So its practically useless...
Also, a limitation (or feature, depending how you look at it) to your method is that if you were to fire an arrow level with other blocks on the same y-axis, it would light every block it flew over on fire. This addon makes it so only the block the arrow lands on lights on fire. Not to mention the fact that your solution would allow arrows shot by skeletons to light fires as well, and that thought scares me.
To quote the text that I typed in the brief description of the addon:

The flame enchantment does not start an actual fire on the block it lands on, it can ignite TNT and light mobs on fire. This addon makes it so the arrow lights an ACTUAL fire on the block it lands on.
