Yes, skin packs are usually not limited to only a specific version.

This is the team who officially uploaded this skin pack to the Minecraft marketplace, these are the creators.

We're glad for your concern, but as has been said we are the official partners who uploaded the skin pack to the Marketplace (also for free). We've uploaded it to MCPE DL so people can get access to the individual skin files.

Why would they put it up just to review their own files, they already have them. They uploaded it here to potentially get new players playing they’re marketplace items.
