Ok first of all is a .js file but you can compress it, second of all it's a broken dropbox link and last but not least BlockLauncher only works for 1.12-1.14 so 1.16 can't use the debug stick

Unfortunately, no. The ModPE(I mean it’s not Pocket Edition anymore) script needs a third part application to run it, this is currently only avalible to Android devices.

Why do people even still make mods for block launcher when you can empliment them right into bedrock by creating an mc.pack? Makes no sense
