Fixed an issue where Vibrant Visuals couldn't be enabled with this addon.

Changed the manifest format versions to 3 instead of 2.

It doesn't let import the addon, Now minecarts not link each other

But i need to interact with minecart separate with 3

This + too many minecarts texture.
