Open and Closed Heart of the Sea

You may have noticed that the Heart of the Sea eye is closed. But now, you can have an open Heart of the Sea and a closed Heart of the Sea!

Here's a cool idea: How about when you hold the open heart of the sea it damages all mobs (excluding ones that cant drown e.g squid, skeleton, ender dragon, iron golem) as if it was drowning them but it also gives you weakness and mining fatigue like sort of like a reverse conduit power.
