It is compatible with addons that have set the correct tags on their tools. A good example is "True Tools" by TrueCowboy

Dynamic lighting only works in 1.21.20 right?

Please make it work for Deepslate or even other types of stones or is mineable faster with a pickaxe.

That depends on how those addons are made. If the addon tools have the correct tags then it will work.
