The map heavily relies on scripts. The scripts may not load on some devices especially old devices. The scripts are too heavy to load. Ive had this issue for a long time, but there is nothing really I can do with it. I suggest getting a realm and placing the world on a realm. Also another reason might be outdated map. With almost every major minecraft version the @minecraft/server api version is updated so basically with every minecraft update the map also needs to be updated. So make sure you download the world for your specific minecraft version.
