Thats not an entity but rather a particle. Maybe it is already summonable with the /particle command

The list that I showed was made up of multiple criterias. is_spawnable and is_summonable. For the /summon command only the is_summonable flag has to be set to true. However this addon goes beyond that scope and also sets the is_spawnable flag to true making it also viable for scripters!
