If you go to the active behaviour packs of your world, there should be a settings icon for the falling metal pipe addon. If you click on that, you'll see a slider where you can adjust the delay

Sorry, but I won't make a tutorial, though your free to look into the files to see how it works and learn from it. I have looked into plenty other addons to see how something worked. For this addon I wanted to know how to add a slider so people can choose their own mode.

Nope! It needs nothing extra, just be sure to make the world before applying the packs since Minecraft has a bug where it kicks the packs out before you make the world. Oh, and be sure to download both the RES and BEH since you need them both.
