plz add a toggle for X-ray mobile when I join a server plz it's so annoying to leave and join back

Unfortunately, you cannot change texture packs without reloading the pack. I don't believe there are any texture packs on Bedrock that have this functionality.

How about making a button in game that can switch the texture on and off? Like dee'se ui

From my understanding, Déesse UI does not change the texture pack during gameplay and the limitation for reloading textures is still present.

How do I turn on the xray in bedrock?

In the pack description in the global resources settings you should see a button to open the pack settings menu where you can set toggle the x-ray along with glow. See the screenshots on MCPEDL for what it looks like.

add outline for regular rock so it's not confusing

On Bedrock Edition, you can't have transparent textures on vanilla blocks with resource packs, so even if I were to add outlines to stone, it would not be see-through. No other resource pack has stone outlines because the engine does not support them.

There's no way to make vanilla blocks, such as stone, transparent in Minecraft Bedrock through resource packs, preventing outlines being possible for invisible blocks.
