Frowning Boat's Faster Minecarts

I made this addon to fix minecarts being far too slow to be usable because I enjoy making railways in Minecraft for transportation but barely use them because ice roads are so much better. This addon fixes this issue by making minecarts far faster and therefor more useful for long distance transportation.
