Maybe it is overpowered? Because at the start of the game you go kill mobs and get netherite maybe change to diamonds and decrease the amount of golden apples?

Have you tested it first? I think it's best to set the stack size to 16. Panda heads and Drowned heads would trade away one instead of 20/32. Netherite tools are too OP. Better mention this known as a beta addon.

Example: Bounty Hunter BETA

Finding a new mob is rare though, even better for setting the weight from 100 to 5, for any overworld biome.
