Does this work in combination with other texture packs? And if it does, do I need to have this texture pack above or underneath the other one?

It should as long as you put it above any resource packs that change the fire textures.

You can do that but with the blue fire of nether update

I think they mean the soul fire from the 1.16 nether update which is already blue, can you make that less obnoxious too
