Second: Blaze and Enderman get the wither effect in water but don't take damage and lastly this is more of a suggestion, Could you change wither into like you throw something at someone and it give wither for 3 seconds because giving wither to anything from 3 blocks is extremely overpowered. That's all I got to say hopefully you see this!
